In your book, you talk about a different interpretation of this based on what we now know about how neurons really behave. Fast-firing neurons don't change their firing rates a lot. Strong synapses are very difficult to make stronger. But the weak ones are changeable, extremely plastic. So indeed, the plasticity is there, but it's not equally distributed to everything, or everywhere.
