I think she's saying that that actually is more than minimally decent. But the law doesn't even require us to be minimally decent Samaritans, much less good Samaritans who are willing to risk our lives. I see them taking it from different ends because they have different ideas about what is the better moral approach. Again, all of these are just arguing on a very high level of moral obligation.
