The OSS veterans believed that they could roll back the Communist conspiracy by parachuting not Americans, but recruited foreign agents behind enemy lines to set up intelligence networks. Why didn't they work this time though? Because the Soviets from 1949 onward threw the British representative to the CIA, Kim Filby, had completely penetrated the CIA.
