Tobacco wanted the public to become sceptical about western lead health programmes, campaigns and conventions. One of the architects of this campaign said it was a great way to pit the public health people against the environmental people. Helena: Doubt mongering works, and it works our peril. In fact, i would say that it has a but it does so at risk to ourselves.
