How to Make Magic in D&D

D&D has a creative commons license that puts almost everything in their content as just public domain. There's a few primitive things like you're not allowed to do anything with the Ellithids because that's actually property of George RR Martin that D&D has licensed or things like that. But by and large, it's fair game. This is why I took what undergrads because I wanted my words to be able to speak Latin while they were casting spells.
