A Citizenry in the World, Right?
I think it's achievable by kind of the three, or however many, however you want to divide them up kinds of government. It's going to look different and be harder, easier according to various systems. I'm not sure it demands any one particular kind, but that whatever it is, is going to recognize not only the higher goods in human life, but also set up a political structure, and a system of law and justice that points. This is a citizenry in that direction.
