Is the US Using Sanctions?
There's almost no cost, right? It's not like you're bringing home people in body bags. So it is useful in that sense too, you'll have almost no public backlash in these so-called global North bourgeois democracies. But at the same time I've heard people make the argument that as an economic weapon sanctions are being overused by the US and might in fact be counterproductive for imperialist goals in the long term.
