Urban Plan - The First Inter Municipal Urban Plan

The first time that this word, a corton industrial, appears in an official government document. It's the first time urban planners themselves are thinking about zones of the city that are going to be specifically for industry. The story is n a late 19 fifties, early 19 sixties, when these urban plans ere taking effect.
