There was no space, there was no time, and it's very different than the quantum fluctuations that are happening in empty space. It's perfectly plausible that a universe can be created where there was no space before. In eternalflation, there must be an infinite number of universes. And whether we like it or not, that multiverse may be eternal and infinite.
