Open Door and Zilo - Shouldn't They Just Merge?

Open door announced a partnership with zillo. Why don't those two firms just merge that? Instead of trying to compete with each other from the start, they shouldhave just merged. They're buying low, or trying to. With the real state market as it was, i know that there wa a lot of challenges, but they probably bungled it as bad as they could have.
