In proof of work you don't have this mass of capexpend. In prove f stake, you just have probalistic rotations based on stake weight. The good thing is if anyone produces an invalid block like that's easily slashable. If your concern is someone screwing with the system, again, you just need more notes. Whether theyr consensus or not actually is not superrelevant. As long as there is slashing built in, and as long as some notes can identify that and submit the, you know, invalid, right, proof to the rest of the notes.
