Filoni Favreau's Force Sensitive Clones

If I remember the story correctly, could Bayland skull be sort of a standing character for George, George Sabeoth? Maybe it's been in that the Sabeoth character might be a little difficult to place into the continuity as it stands now. Now this whole snoke thing I don't quite understand how Snoke had force abilities. Is it Snoke only had those abilities when the spirit of Palpatine was possessing him? We know that that Moff Gideon, he was experimenting with creating force sensitive clones, but I think the jury is still out on that one.
