If the message is driven by truth and the vision of good that Plato has in mind, then that's exactly what you should be using rhetoric for. If you're ignorantly spouting things or self-consciously lying, either one of those things, those would obviously be abuses of the art form. Those techniques are legitimate as long as they are used with knowledge and with the gold imparting bringing people to knowledge.
