Charles had plenty of soldiers in Italy, good ones including Spanish veterans and experienced German lawnsknecks recruited by the old mercenary commander Georg von Franzberg. What he didn't have was money. He thought of a few possible solutions, even selling toleration to the Lutherans in Germany in return for aid against the Ottomans but nothing came of it. Even Pope Clement, who was actively fighting a war against Charles in Italy, sent more funds to help the Hungarians than Charles did.
