California Property Taxes - Proposition 13

Proposition 13 was passed in 19 78. Property taxes only get reassessed when there's a transfer or a change of ownership, or there's new construction. In other words, california has two kinds of tax payers: post 19 78 people who pay normal property taxes, and the people lucky and old enough to be living in the same house they owne 19 78,. Who pay a tiny fraction of their fair share.
