There wasn't, as far as I know, a document that had all of the flight bands. So someone took it upon themselves to create a spreadsheet based on government information being released daily. It also became an important source for journalists because there were all these stories about what went wrong inside the quarantine hotels. For example, one person was found unconscious having suffered a seizure in their hotel room.
