The dunning kruger effect is the idea that when you have people who are all doing something, they more likely to overestimate their ability. So those who actually know what they are doing are much more modest in estimating how they are relative to other people. The very lack of knowledge that, ironically leads to an assumption of knowledge. And i do think there isn't this simple lineal relationship....
