DevOps - Is There Change Management?

Deming had a quote like in the 80s. He said that it would be 50 years before people understood shoe its work. And we still don't, right? We are missing process improvement in all this Wang fancy wangled angle technology. I can't think of any IT infrastructure DevOps shop out there that actually runs this cross control in a modern Kubernetes cloud native infrastructure. Please ping me if you know someone who does and why not.
