USAID is trying to help bridge the gap between where foreign aid has traditionally flown, which is to a handful of largely legacy contractors that have built their businesses around winning US government grants and contracts. The analogy that strikes me as most relevant to this as opposed to like tech monopolies is defense contractors. There are incentives that lead to concentration in the defense world as well as I assume in the USAID world.
