Apple decided to do exactly what you're describing, so that when you share that photo with somebody who doesn't have an HDR screen, it still looks normal. The problem is this only works for raw files, as far as I can tell. If you go to the adjustment sliders, hit hit the ellipsis menu and then there's an option that says turn on EDR. So that's what this it's called EDR in pixel meter. And so that's what you want to turn on if you want to play with this.
