The Massachusetts Constitution at the time was explicitly oligarchic. It imposed massive property requirements on anyone who would hold elected office. All of this resulted in a state apparatus that was completely non-responsive to the needs of a huge segment of the state population, among whom was Daniel Shays and other farmers.
