The Leveon Moss was the first use of mass conscription in history. In 1770, French general Jacques de Guibert published a text called General Essay on Tactics. He expounded ideas that would go on to be very influential after Napoleon's death. But some believed drafting large number of native-born soldiers shouldn't just be some desperate last resort.
