The Fire Isn't Hot
The biggest evidence that it could be Sauron is that the fire is not hot. There's a chance that Halbran might be Sauron, but because Sauron can shape shift, right? He wouldn't come crashing back down to earth in a meteor if he was already in middle earth as like a spirit. They both would enter the atmosphere in this same way and have the experience of being fetal.
