Pastors in this day were having to address this all the time, really. The dying infancy are regenerated and saved by Christ through the Spirit. So it's a divine action on behalf of any who fit into the category of elect infants. It could be that every infant that dies is elect. They're not defining it for us. Maybe there are no infants who are elect. I think it's in the middle is what they're talking about.
