Government agents are protected against lawsuits, unless they act so far outside of their authorized rolls that you can't recover. Federal agencies have more protection, generally. The courts overwhelmingly defer to agency. There is some hope. Administrative is getting more scrutiny from the courts and it's defenly an uphill climbery now.
