Is Circular Reasoning a Fallacy?

i have an article on a called, isepstemic circularity a fallacy? In which i make the case that circularity, or epstemic circulary, is not a fallacy. If we have an equilibrium model where relations of support are mutual, if reasoning fits that model, then the charge of circularity doesn't even be made in the model. Now that doesn't mean that i don't think there are lots of arguments that are called circular that are fallacious. I just think that the mistake is not that they're circular. The mistake is something else. And so that's why i wrote about epistemic circularing because i think there's a really clear case that shows
