The Free Will of God

I think scripture, I think Paul would say the one who's free is God. So how do we relate to the free will of God? And probably the terms that Paul would use would instead of free will, he'd use something like the elect and the elector. But if Adam was free before the fall, he certainly wasn't free to choose the good because he couldn't make an informed choice.
