Pre-modern god-kings, almost divine figures, existed to bridge heaven and earth. There were no cops back then, but there were a lot of raiders,. So that was their job, and then when there's an exogenous shock, the crops aren't coming in, they don't have the resources. These pre-modern states have very, very few resources, they're very, very minimal states. Then everyone has to depend on their local village again; you regress back to the Neolithic.
