The Stable State

The steady state means that if you leave it alone for long enough, it will self-organize into some recognizable configuration. So the system has settled down to some attracting set of states but within that set of states there is exactly what you were referring to. There's an itinerancy, there are different sort of regimes or submanifolds of an attracting set which gives it an itinerancy or a wandering.
