The Westphalian Story and Its Falseness

The peace of westphalia concluded the 30 years war in europe in 16 forty eight. The story goes that the peace brought into being an international system of equal and sovereign states, each with an indefeasible right to govern itself as it wished. But this is entirely false, says luke Toon. And so for example, a close look at the provisions of the treaties shows that the peace represents a fairly crucial early instance of the construction of international responsibilities for the protection of the vulnerable. In my new book, i take a step further and argue that the peace actually imposed a responsibility, an obligation, on the contracting parties to ensure that the german rulers charged their duties.
