The Origins of the Liturgical Tradition of the Church
The Bible is to be heard in liturgical celebrations. The decision of what books would go into the canon was many factors. Tradition includes things like the decrees of the canons of the councils. So even though a canon of a council is not equivalent to divine revelation, it's normative in the sense that the church has the authority to make these rulings.
