The Problem Is That in India, There Is No Regulation
A flailing state is one which cannot execute its own orders. The head knows where it wants to go, but can't get the body to do that. Most of the experts in india and in the west don't understand that,. And they don't make policy with a recognition that what you want may not be what you get. But i think right now we need to focus on clean water, clean air, law and order. These are things which the state can accomplish when it tries to do everything else.
