Is There a Special Programme for Displaced Workers?

I do not believe you oughto have a special programme for displaced workers. There are always people who are in distress for all sorts of reasons. The best way to limit the control of a few is free trade on a world wide basis. I think it's a great mistake to try to link it directly with tariffs.
