I think that at the most important progress is going to come from state parties being able to agree on making progress on how to verify compliance with the treaty. Unlike with a sort of a nuclear power plant that is harder to hide, microbiology, synthetic biology happens at very small scales. And it's actually quite difficult to figure out how would you actually have a sense of what is happening and is it in compliance?
