Over the winter of ten 16 19 17, something like 60 thousand railroad cars that would have otherwise been loaded with food and other basic necessities did not move. The biggest consequence was that the already overtaxed and under forming railroads just stopped running. Trains couldn't move because there was too much snow covering the tracks and there were not enough workers to clear them. So obviously, this is big trouble for the urban population which was already deep into dealing with the double wammy of inflation and scarcity.
