There were two theater commanders in the Pacific and each one had their own fleet. The seventh fleet was MacArthur's Navy, as it was called. That was heavily reinforced to conduct this big Leyte operation. In fact, the Americans landed more troops on Leyte on day one than they landed on D-Day on day one.
