The key is really to come at it without preconceptions about what you want the policy argument to be, right? I think where you get in trouble is where you start the article or the project with the policy take away already in and then you write the history to fit that policy narrative. And so i think that freez you up to really do kind of the hard historical work that that leads to good analysis.
