Nato expansion is very much a demand driven phenomenon, and there is sensitivity in central and eastern europe as well. The question was how to square the circle of responding to central eastern europe, while still maintaining manageable relations with russia? i believe the united states actually a workable solution. And that was in what i've called the scandinavian strategy.
