In 1964, Afghanistan presented a new constitution and the king approved it. Muhammad Zahir Shah wanted what's known as a constitutional monarchy. He was trying to put together a more representative government while still maintaining Islamic law. With the introduction of a parliamentary system, this allowed for several new political parties to come to life.
