I have fairly high confidence that seismic monitors and the comprehensive nuclear test band treaty organizations, international monitoring system would detect any man-made nuclear explosion of significant yield. But if they did detonate something under Mount Montup, which is one of the most closely watched nuclear test sites in the world, I'm fairly certain that we would know that there had been a man-madenuclear explosion. The North Koreans have told us a lot about their tactical nuclear weapons plans. They've shown us the warhead that they intend to put on those delivery systems. What they haven't told us about is their intended yield. And that actually matters quite a bit in terms of what to expect out of the test
