The way bureaucrats are paid in china is similar to developing countries elsewhere. The official salary is actually very low, and in many instances, below subsistence. In one county, that i visited, the entry pay was less than 80 us. Dollars a month. Economy is called at capitulation wages, which means that you pay so little salary that the expectation is that you make up for it using bribes or extortion, or by stealing.
