Frank Walton's Role in the Squadron of VMF 214

Frank Walton is a former LAPD detective. He's sent to VMF 214 because of Greg Boington's lack of paperwork, lack of red tape adherence. But nobody's questioning his leadership in the air; but on the ground, he's a screw up. So they send Frank Walton out there. The whole thing, just as you said, he's not doing the things on the ground that he's supposed to do.
