In the United States, most urban cores now have freeways through them. The idea of putting a freeway ring with like the tower of London at one end and Westminster at the other end would be ridiculous in England. Minneapolis seems to reestablish its public transport network. Even Manhattan has FDR drive running along the East side of New York City.
