Why Are Teams So Bad at Scouting and Developing Tight Ends?

There are so many tight ends in the last 10 years that have changed the dynamic of a team. All those guys that were great got drafted like late like Travis Kelsey's traffic. But if you think a guy is really good why aren't you going for it? I don't know if we're ever going to reach the point where he was was worth four overall rightI bet shit might have already sailed in that sense. It's harder than it seems to run a passing offense through the tight end position. You have to kind of sell out for it or prioritize it and that can be challenging.
