The Disagreement of International Law on Cyber Activities
The conventional wisdom, the contemporary wisdom is that espionage is not regulated per se under international law. The question then becomes, okay, take a spy balloon and does it violate territorial airspace? And if that spy balloon operated in that kind of weird gray line in between zone, we're once again subject to debate. Even countries who have suggested that certain kind of cyber remote activity might violate sovereignty have debated on the degree.
