The Department of Justice's Report on the Justice Department
The report is definitely not a document that could be used in a criminal prosecution as it is because much of the citation material is hearsay or is from a single source. So this really is just further underscored to me the way in which this report is telling a story but is a very different type of document than an investigation that is designed for prosecutorial purposes.
