Howard's model of how the brain represents time isn't the only idea out there. Some researchers think there may be chains of neurons linked by synapses that fire sequentially. It could turn out that a different kind of transform, not the Laplace transform, is at play. Or, as Howard says, this could all still be wrong, but it's exciting to work on it.
