The Righteous Shall Live by Faith
Habakkuk's complaint is that the Torah, he says, is quote, paralyzed and justice never goes forth for the wicked surround the righteous. So one of his complaints is that even his own people are not practicing Torah. And so in the next chapter, when he says that the righteous will live by faith, I don't think he envisions faithfulness to be apart from works of law,. That's the very thing he was lamenting in the first place.
