How to Use Strength Based Voting to Improve Governance

I think there's a lot of interesting use cases for what I call a negative consent voting where things pass unless there is a sufficient majority of no's so the way governor alpha and bravo voting works now is everything is by positive consent. In general I'm a big fan of more negative consent type systems that don't rely on a ton of average and normal token holders to participate in everything because I think we've seen again empirically that that doesn't work super well. If you have multiple different time locks say where the address could get executed from different locations depending on what type of proposal it is would be really cool.
