Tachnology deftly impacts the tools that people have, that authorities have, to restrict the flow of capital. It's much harder to put, much harder to ring fence these tax bases or certain forms of capital to tax in a world where liquid wealth moves with much lower friction. And soi certainly technology plays a role in the tools of financial repression thata that are likely or unlikely to work. You basicly need higher levels of authoritarianism to overcome higher levels of technology when it comes to moving money around.
